from the dictionary:

Double: v: to become twice as much or as many, or to make sth twice as big.  So here the meaning is "to become twice as many". I think it is the reason we choose c. 是主动的不是被动的.  我觉得:
A: increase by 后头要加具体的数字: increase by 2%
D: 没有主动的力辆.

C: more than 是修饰double, 是副次作用.
