The answer is E, why not C? I think that "a minimum of seven days rather than that of fourteen" in C is more parallel.

E我认为是....a minimum of seven days rather than (a minium of)fourteen(days)

A,B都没有谓语的.shortens是从句的谓语.

C有三个错误，首先that指代不清，前面有两个单数名词，requirement和minimum；其次罗索, rather than前后要有平行的内容就行, 这里fourteen清楚的表明是fourteen days, 前面的a minimum of 用that of代替显得多余, 可省；

D. from... to... 的顺序是不能改的(这个观点不敢肯定,说尽量不改比较好)。7d minimum不知道能不能这样用，即使能，也应该是from 14d minimum to 7d minimum. 这里to a seven-day minimum from fourteen省略了minimum, 这样省略依据似乎不足, 意思表达不完整。实际至少要表达的意思是from a fourteen-day minimum to a seven-day minimum.
