我的分析（为了最快的速度选出答案，其它一些语法错误未指出），请大家指正：

A和D中的they指代不明，可以是modems和computers；用also不正确；可是疑惑的是B，the devices是引导词后面就是that引导的从句，问题：一个引导词加一个从句能作为一个成分么（因为用comma与前后隔开了）；the devices应该是modems吧，如果是的话为什么不后面直接跟which引导的非限制性定语从句呢？这样是否使句子看起来更clearly呢？

B这个好象是同位语还是独立主格啊，就得用that

当然也可以写成 so too are modems which(that) allow........
