这个法律法规是不延续到现在的，是对过去the amount of phosphates that municipalities had been allowed to dump into the Great Lakes的限制，现在不适用，所以显然应该选择过去时

我又想了想,发现本题并非说A 1972 agreement 的具体内容，而是说A 1972 agreement 的实施效果。所以用reduced表示结果。

我觉得had been allowed to 发生在1972之前，所以需要过去完成时，呵呵。

OG11的答案是D。法规是在过去通过的，所以是从过去开始reduce,但因为到现在还是有效的，所以对现在的动作are allowed起作用。
