请教一个句子的理解

我在看OG 阅读的时候看到一个句子，但怎么看都读得别扭。原句如下：

Internationalization increases the danger that foreign companies will use import relief laws against the very companies the laws were designed to protect.

我对句子的结构理解如下：

Internationalization increases the danger that ......后面是一个同位于从句，其解释 danger 的作用，用that引导。
从句的主语是 foreign companies use ... to protect。唯一不太明白的是 were 这个谓语是怎么回事？我理解的从句意思是：外国公司也会用..法律进行对抗。

个人认为“that foreign companies will
use import relief laws against the very companies the laws were
designed to protect”是同位语从句，而“the laws were
designed to protect”是定语从句，修饰companies。very做形容词，解释为：“真正的，就是那个”。整句意思是“国际化增加了以下的风险，也就是外国公司将使用减少进口法律来打垮那些（本国）公司，也是那部法律原本想保护的本国公司。”以上是小弟愚见，希望能给楼主以参考。

我同意楼上说的前半句，但“the laws were designed to protect”如果是修饰companies，那怎么没有先行词，如果是that省略的话，应该是做宾语，但companies怎么做the laws were designed to protect的宾语呢？

companies就是作protect的宾语，省略先行词that。。。
