you mean I should sent the money to ets in usa using the internation money order?
and then sent the money order to RRC in japan? but i made telephone to them they told me that I can use japanese yen that should be the number of 110 dollar by the exchange rate of the day they receive the mail. I thought to send the money to RRC, am I wrong?

Yeah, you may use Japanese Yen and then post official will change it to US Dollar for you. The receiver of Money order is ETS but you should send it to Japan Prometric.
