I know nothing about MSF. Still, I will vote for GWU. First, I heard that GWU has a very good reputation in the US (don't be deceived by the low rank, the faculty and network are great, and the name sounds loud in east coast). Second, DC is also one of the best cities in the world. However, as I said, I do know nothing about MSF.
Even If money is at issue, I think GWU is a great choice, because it is a two-year program, much cheaper per year (the most expensive university title really refers to the undergraduate tuition while GW also is one of the most generous university on financial aid). The length of the stay can help you fit into the society and build up your own network. Besides, I think the chance to find a internship is also better for a two-year program.
Another reason: every time when I told someone--friends, relatives--that the master program took only one year, they said: huh! If you plan to return to China, I think GWU sounds better than Fordham.
