ok, let me put it straight if you accept the A's offer before 4.15, you have no legal obligation to stuck with it if you formally, in written, notify them that you would not go there. there is no time limit on this action. you may, at the meantime before 4.15, accept the B's offer. however, there might be confusions in both sides to prepare for you the SEVIS transfer stuff. so, if you turn down A, you have to make sure A will not continue processing SEVIS transfer. after 4.15, you would be held for legal responsibility to the offer you accept after this date. but there are cases that those schools receiving an "affirmative" from you after 4.15 may release you of such responsibility and you need to formally file them, in written, a form of release signed by you.
