首先，C中rate的逻辑主语是astronomers，D中rate逻辑主语是scale。后者更加符合本句的逻辑意思。

另外，从C选项中我跟本不知道这个scale是干什么用的，只知道astronomers develop这个动作的目的(in order to)是rate sth.。可以这样理解，scale这个重要的名词在C选项中被废掉了。
而D选项清楚地表达了这个scale的功能，即a scale that can rate the likelihood。且D中没有用法错误。

To do修饰动词，逻辑主语是to do所修饰动作的发出者
For doing修饰名词，逻辑主语是for doing所修饰的名词
在没有确定句子本意判断逻辑主语的前提下，不能简单说谁优于谁。

类比例子：GWD-18-Q19

所以，以后遇到A develop/provide B 后面接to do还是for doing，判断依据就是do/doing的逻辑主语到底应该是谁。如果应是动作发出者A则用to do；如果是名词B则用for doing。

要是以前做肯定就选E了，但是前两天刚搜到这个帖子，一下我就混乱了。take charge的动作发出者肯定是nongovernment organization啊，那不就应该用for doing了么。。。

你的解释是正确的。

to do 和 for doing 单独拿出来作比较，永远to take更好(至少GMAT标准下)，但这是在没有别的、更大的错误存在的条件下。

这个帖子里讨论的其它选项，都犯了比 for doing 更为严重的错误。理想的句子应该这样：
Responding to the public’s fascination with-and sometimes undue alarm over-possible threats from asteroids, astronomers have developed a scale TO RATE the likelihood that a particular asteroid or comet will collide with Earth.

但是这个选项不存在，所以那道题只能退一步选D.

A & B. 由Responding to ...知整句主语应该是astronomers而不是scale. 排除.

C vs D.
Likely和Likelihood这两个词, 都已经包含the chance that something will happen的意思.
Something is likely to happen和There's a likelihood that something will happen一样, 这个something都是will happen, 但这个probability都是现在存在的.

M-W字典里likely在表示某事未来发生的几率时, 等效于probable, 以下用probable代替likely来表述, 看得更清楚一些.
(1).The event is probable. "Event或然"为真. 即Event可能发生, 也可能不发生.
(2).The event will be probable. "Event或然"在将来为真. 这种表述可能多了一层意思, 即现在来看, the event is currently not probable. Not probable即意味着现在来看, the event is either certain to happen or certain not to happen.
(3).There is a likelihood that the event will happen.  "Event或然"为真. 表达了和(1)等效的含义. 这种表述是没有(2)中出现的歧义.

将C的语序正过来, 要确定的是"A particular asteroid or comet will be likely to collide with Earth"这个事件的"how likely." C用了(2)的形式, D用了(3)的形式. D的表述更准确. 这里"小行星/彗星将撞击地球"这一事件或然, 在现在来看就是真, 而不需要限定在将来为真.

E.Likelihood后面需要跟一个"事件"才有意义, 而跟一个"物体"是没有意义的. The likelihood of a asteroid or comet表述成asteroid or comet(发生)的可能性, 逻辑不通.

另外, 补充两点.

1). 关于选项C, 前面有提到will collect比will be to collect简练, 所以排除; 还有说C的倒装有问题, 所以排除; 另外有说C的倒装没问题, 所以选C. 这三种说法都不对. C和D中, will be to collect和will collect在各自的句子中都是正确用法. C的will be to collect改成will collect就不对了. C的倒装没问题, 但不选C不是倒装的问题, 而是其表达逻辑含义的问题.
2). scale to rate和scale for rating. 确实scale to rate可能在习惯或语感方面更适合. 不过逻辑上讲for rating并没有错.
M-W词典中"to"有used as a function word to indicate purpose, intention, tendency, result or end的含义, 这一条适用于这里. 即scale的目标在于测定撞击概率.
"for"也有这个indicate purpose或indicate an intended goal的含义, 而且还有indicate suitability or fitness的含义, 这两条都适用于此. 尤其是后一种解释, 即学家们开发了一种scale, 这种scale适合测定撞击概率.
