不是定从，是同位语呢？

that 引导的同位语从句，对抽象名词，likelihood进行具体化解释啊。

没什么难理解的啊。

刚才翻看《白勇gmat语法全解》P80，写道：

possibility that……/ likelihood that……中，that 从句用一般将来时。

赶紧有去查词典longman dictionary of contemporacy，

在likelihood词条下有个注释：

表示：how likely it is that something will happen

例句：
likelihood (that)

There is little likelihood that the number of college places will go up this year.

应该可以定论了吧。

倒装       :  how likely a particular asteroid or comet will be to collide with Earth

这样B的 will be to 就解释的通了 相比较其他选项 不定式表目的是最优选项

首先，我认为答案是D，原因是有两个

First，应该develop a scale for rating，语意上是表明scale的作用，所以指向D

Second，likelihood或者possibility应该是对应will，因为两者所指“可能性”，是对将来事件的预测，应该是用将来时

表示目的通常用to do/in order to do，而不是用for doing/for+名词
