我的理解:

主语question应该是
            
In an assessment of problems

而不应该去In assessing the problems

也就是说,question不能去assessing

我觉得其他选项都号排除吧

期待更好的答复

这题的解题提示是分词的逻辑主语在答案未出现,分词应该名词化。

对于答案: 

a, 我还是不知道他的错误之处。

c的they应该指rural migrant workers,为什么说它指代不清楚 ?

A。 question这个名词,如何去执行access这个动作呢?东西能执行吗?

C。they还可以指代problems.指代workers只是你主观臆断。
