给出的是
主语+系动词+表语的结构
表语部分可以是 介词短语
e.g.
These mobile phones are in great demand.
They remained in sad poverty.
He looked in splendid health.
He is in charge of the trade union work.
既然做表语就要表达一种状态或属性
但 in reference to 的固定用法是在实意动词后面表达“what you are writing or talking about”
e.g. I am writing to you in reference to the job opening in your department.
所以我觉得 在这里后面 直接加 in reference to sb  不合适.
