我开始选A，现在明白A的意思好像不那么通，但是有位NN说D是

那个NN说的意思可以理解,是that is使 that screen out a percentage和that have a “disparate effect平行修饰mechanisms

打个比方:你很聪明,也就是说,你不笨.(聪明和不笨都是平行修饰你)

但我也有问题,为什么E对?disproportionate的搭配是with 还是 to啊?或者还是两者都可?

disproportionate后面跟to，所以A，D对；既然是that，后面的动词应该是单数形式，所以A对

两步做完这道题:-

1.确定screen动作的发出者为mechanisms,排除A B E 选项

2.再看C和D: C中的which只能就近修饰effect,将effect带回原文不通,排除C. mechanisms在文中有两个that引导的定语从句,that is将这两个从句连起来,选D.
