I have verified with the graduate school. With a 20/hour graduate assistantship you receive a tuition waiver and would pay only student fees of approximately 800-900 dollars.

这种情况正常吗？该学校一直是这样的吗？

发封信问问学校吧，正常的包裹里至少应该有tuition waiver, health insurance waiver, and stipend $$$$$$$.至于一些fee比如说注册费什么都是小钱...
