The answer is A.  But I thought E is correct since "that" can refer to "the devastation and enslavement".  please advise.  thanks!!

S+V+O+介係詞片語,介係詞片語修飾V,說明適用什麼方式personify,從句意上來看that不會修飾enslavement和devastation

不然progress就顯得奇怪了,而且用that has decimate poeple來修飾devastation有redundancy的問題.
