Emory's application is actually rolling procedure, not round-based (although its offical website uses "round 1,2,3").
You still have chance to get scholarship before Feb.1st. However, it may be tough to get full scholarship after Jan. So if you aim at full scholarship, I strong suggest you to submit before Jan. You still have one month to prepare for your essay and RL.

btw, for USC, R2 deadline is Jan 15th. seems it's not on rolling basis, so if i want to catch R2, submit on Jan 14th works just the same as submit in Dec?

It is probably the same. Most of round-based schools start processing the applications after the deadline. Submitting in Dec won't give you an edge in the appliation.
