You can use yet to emphasize a word, especially when you are saying that something is surprising because it is more extreme than previous things of its kind, or a further case of them.
Here, "yet" does not mean "however". It is just to emphasize that rising rental rates force them to use far more than the standard 25 percent of their incomes for housing. It is sort of like the use of "furthermore" here. But in B, "furthermore" should have "," after it. So I choose C.

我理解是：因果关系

furthermore是个副词，放在那个位置装连词，一脚踢飞

yet连词留下，我选C

不过我对however前后逗号位置不同产生的不同意思 理解的比较“粗糙”,它是否能跟在分号后面呢?
