答案C，不明白a为什么不对的同学，可看上面的链接。

虽然已经看过讨论贴，仍然不明白，我觉得 the oil industry怎么says呢？没有guild，也没有leader什么的，作为一个产业怎么says呢？

个人认为saying这一动作的发出者不明确，可能是主语saying也可能是oil industry saying， 从逻辑上看肯定是oil industry says,所以选择C 用一个非限定性定语从句，表明是oil industry says.
