当时选E的理由：1, the power stations 避免了they的指代不清，后者有指代A majority of the international journalists之嫌。 2, 不明白will be or could与 would or could的区别，觉得后者都是过去时，比较一致。
看了答案后，猜测选D的理由是
1,think后的宾语从句必须加that，这一点可能优先于指代清晰。
2,could是指“可能”，比can更委婉一点，或者说可能性更小一点（好像记得中学老师说过），而不是过去时。
