1。A，B中it指代什么？？？逻辑上似乎应该是指失业率，语法上是不是指代 the July decrease ？？
2。C选项，去掉 what would be对不对？？？为什么？？

    但是E是to the lowest level in two years

     感觉两个都讲的通啊？为什么一个错，这个 level为什么不可缺少？

我觉得the lowest的the不是将他名词化，而是表示最高级的，所以decrease..to the lowest必须加上level.其实我觉得c只是不够precise，另外would不好。
