Test Test Date Reading Listening Speaking Writing Total
TELXMLSeptember 12, 200729 27 23 28 107

According to the announced annual government report, the amount of government purchasing is continually increasing every year. How should government spend this money? A controversy has arisen in recent years. Depending on their individual backgrounds and various experiences, different people hold a different perspective. Some maintain that government should spend majority of its available budget in developing or buying computer technology to advance the comprehensive national strength. This idea is strongly opposed by numerous people who argue that this money should be used to meet more needs of citizens. I completely agree with the former group, for two key reasons related to increasing productivity and improving communication.

First and foremost, to use this limited resource in developing/ purchasing computer technology is to increase productivity, and therefore to expend the wealth of the entire society. This analysis is based on classical economics theory, which believes that increasing productivity is the essential way to benefit both countries and individuals. Computer technology, the most influential technology in 21 century, has proved its capability in changing our life. Abundant examples, such as computer based lathes and production lines, suggest that productivity in most industries was improved significantly. Imagine a production line in an automobile factory which was operated by human being and rested after work time. With help of computer, it can run 24 hours 7days a week without feel tired. According to our experiences, we have reason to believe that the use of limited resources to develop computer technology is justified, by enhancing working efficiency and enriching whole society.

Moreover, investing on computer technology not only promotes productivity, but also expedites communication. Computer based communication is so prevalent that it has been accepted as the common tool in any industry. Instant massage and email system help us express our opinion, display our idea as well as learn from others. By utilizing computer, people can save abundant time in waiting for calls and reduce misunderstanding caused by various accents. Obviously, computer technology has brought remarkable convenience in people’s lives, and will keep benefiting human being in future.

It is true that spending on more basic needs does bring some minor merits. For example, it can reduce the gap between the rich and the poor in short term, or increase public interest temporarily. However, as time passes, limited government resource will eventually fail to fulfill the increasing demands. The advantages of expending on computer technology carry more weight than those of spending on basic needs.

In conclusion, I think although the spending on basic needs may have its necessity to some extend, the impacts exerted by investing on computer technology are much more desirable and beneficial. Only by advancing computer technology, can our government have more resources and more job opportunities to benefit the society. Therefore, it eventually meets the increasing need from society.

BY THE WAY,HOLLAND和ENGLISH本来祖上是一家,都是GEMANIC语系的。
