PBT 如何咨询有没有退考的位置

i wanna take ibt first in september, for there are no available seats of pbt in CA. I plan to apply for the spring programme, and the university's requirement is a little high ,it needs 88 ---90, so i am a little afraid that i am failed , i would like to take the pbt again ,how do you think about it ,and i do not know how to 咨询有没有退考的位置? for the computer can not input the chinese ,these chinese words is copied from other friends.
