个人意见， 仅供参考：

不加逗号， rotates的主语是Earth's inner core, 加了逗号， ing分词做状语， 逻辑主语可能是discovery, 或者Earth's inner core， 指代不清。 所以我倾向于不加逗号。 貌似从其他问题入手可以推翻D, E.

问一下LZ, 是不是选A?

有逗号的那个core无意中成为了后面“ is responsible。。。”的发出者， 明显这是错的， 这个动作的发出者是“discovery"， core发出的动作是 “rotates independently and more quickly than Earth’s outer layers”，隔了逗号后变成了修饰成分，
