关于OG142,确实有两个问题不是很明白：

1. Efforts to euqalize the funds available to school districts, a major goal of...此处a major goal是作为同位语，但是是修饰efforts么？ETS不是有就近修饰的原则么？
2. 为什么正确答案中使用了gap而不是gaps，是应为gap是不可数名词么？
