为什么是A???

on condition that后面不应该是一个完整的句子么?

是句子啊，should省略了
on condition that they (should) not be named
大致相当于require, demand that...+ 原形不用should的用法
再说其它答案也不对啊。这题很怪的，垃圾题目不必深究
