A 中强调的是Practice

C: 中强调的是Plan.

从原文的意思上讲,强调的是PRACTICE.

从语法结构上讲, A 也没有错误. 比较的对象是GRADUATTES, 是主语并且补出了系动词.

对于大家争议很多的are的问题，这个应该是other graduates的补出的系动词 

而且对于比较的部分，可以使用倒装语序（见白勇语法）比较那一部分
