为什么不能理解为价格呢？

“由于financial institutions 提高data-processing operations 服务的价格，给很多小company创造了机会，低价单独提供此项服务”，句意也很通顺。

rising在此处应该是现在分词做定语，表示所修饰名词的动作。希望NN出来指正
