certification of diploma and degree

Previously i just got transcript from my university, do i need to get the certification of diploma and degree for the application package? thanks!

   But in the check list of most programs, i doesnot find such requirement. Does it depend on each program? some may require while others donot require?

maybe I am wrong.

because when my university prepared my transcripts, they usually put the degrees inside the envelops.
