这道题B和C都没有语法错误，B胜出在意思。（也不是楼上说的：“应该是 steps intended 而不是 人 intending”，试问，这不是一回事么其实。）

问题在于：ambitious plan 和small steps都是为了protect fish，而C，intending修饰preceding clause "and instead they proposed a series of smaller steps", 似乎在说，他们把ambitious plan 改成 small steps是为了保护鱼类，illogically implies that "ambitious plan is not used to protect fish". So, C makes no sense;

Simply shifting to "intended" to modify "steps" corrects that contradiction of the orginal meaning.

我觉得C错在逻辑的意思，politician延迟了一个计划，而这个计划是保护鱼类（这里简单化），但是politician由推出一系列的步骤，这些步骤是保护鱼类，这岂不是前后矛盾么？

其次，intending表示主动的概念，steps自己不会主动去做什么，而是intended by someone才能去做什么

所以选项B正确
