19. Should governments spend more money on improving roads and highways, or should governments spend more money on improving public transportation (buses, trains, subways)?

Some people hold the idea that governments should spend more money on roads and highways, however, from my perspective, more money should be spent on improving public transportation, because it is more urgent, less polluting, and can save a lot of space.

With the development of modren society and the increasing number of cars, daily traffic jams have been huge problems in our country especially in such big cities as Beijing, Shanghai, and Guangzhou. For exmaple, a person in Beijing will get up at as early as 6 o'clock in the morning and leave home at 7 o'clock though his company is open at 9 o'clock. That is because there is a heavy traffic jam and he knows he will idle in it for nealy 2 hours. If he leaves home at 8 o'clock, he will be late. Usually,  I spend about 20 minutes on the way from my home to my school, but on the rush hour, it takes me 2 hours to go there. On the other hand, if there are more buses or subways for people to take to work or to school, there will be less traffic jam. It has been a mounting traffic crisis so public trasportation should be focused on by government to solve this problem.

For another thing, more cars will give out more emission to pollute the air. As we all know, more and more carbon dioxid, which is one element of the emission of cars, is the main cause of the green house effect and makes our earth warmer and warmer. Governments should take care of our environment and spend more money on pubic transportation. If those people take buses instead of driving cars to work, not only is there less traffic, but also less pollution.

In addition, more public transportation can save a lot of space used for parking. When I was in middle school, there was no bus lines nearby. The nearest bus stop was 5 blocks' away. As a result, parents drove their cars to send their children to or off school and teachers came to work in cars. Our playground became a  parking lot because of so many cars and we had no place to play games together. Now, after 2 years, our government has begun to develop the public transportation, and there are more bus lines near our school. It is much easy for students to take buses, and we have our playground again.

While improving the roads and highways has many advantages like the highways can give income tax to governments and promote the ecnomic develpment, considering the benefits of public transportation and the current situation in our country, I believe, governments should spend more money on buses, trains, and subways.
