我的一个疑问是，如果把原句的从句改成现在分词会不会改变原来的句意？即：原句里禁销药品是卡特的命令，里根废除了也即可以销了。如果用prohibiting能不能理解为修饰rescind,那样的话就是卡特让销里根禁销了。

请大家帮忙解惑，多谢

我觉得是Directive从句的省略形式,就是把Should给省略掉了.

在语法考试中一旦看到一个从句后面有一个直接的be,而前面没有任何东西,那就是题目在提示你,要省略should.

这里不能用现在分词形式,个人意见.

A that 从句修饰 directive. 表达的是 Reagan 批评一个好的政策。

C prohibiting 壮语从句修饰整个Reagan 的action, 表明他批判的是个坏的政策。

逻辑上应该选C

刚查了web directive可以做形容词 那这里的President Carter’s directive作为一个整体的形容词后面应该接名词 例如prohibiting 　（one's doing）　因为prohibiting 是Carter发出的动作  President Carter’s directiveprohibiting the sale to other countries of any chemical banned on medical grounds in the United States 这个整体作为rescind的宾语 

请指教
