CEIBS vs UMD? I feel UMD is better in the long run because it can bring you several years of w/e in the states. I believe you will be welcomed in the Shanghai job market after that. Plus the scholarship you have.. for me, this is no-brainer choice. And I personally do not trust the quality of China MBA education that much, although I do think CEIBS is the best in China.
Do you know for sure you want to stay in Shanghai forever? What do you hope to get out of the MBA program, besides a local network? Would Smith provide you most of it? How easy can you make that career transition at Smith? Have you talked to the people there and look at some statistics?
Something else to think about. If you do apply next year, would CEIBS be your only choice?
go to UMD. You are comparing a good US school (though not tier 1) to an uncertain option in the future. You need to discount as well as consider the probability of admission by CEIBS, needless to mention that UMD might bring you wider choices in the future. For me, to live in US may not be as desirable as in Shanghai but study in US is a good choice.

if you have so many 'afraid', then you'd better stay with your company and forget your dream. There is nothing in the world with high return without risk.The smart people know how to utilize risk for higher return.
If you don't want to take any risk, then probably you are not a business leader at all,and any business school, CEIBS or US schools, are not suitable to you.
