D: the right of (the state to execute its citizens)：国家处死公民的权利。
B: that-clause是什么从句颇费思量。
如果是定语从句就近修饰STATE,则it似显多余，that不知做何成分在从句中。
如果是同位于从句，无论同位state还是right, it都指代不清。

当两个“虚词”连用的时候，比如that it 可以看看that 和it是否在句子中充当合理的成分，如果其一充当成分使得另一个不能有合理的成分，必错！
