我的问题是，为什么D不对呢，只有D才与原文意思最接近啊。曾经看到很多NN的说尽量不要改动原文意思，我想这题原来应该是要强调支出的下降，已经造成了report数量和质量的下降，进一步削减支出，会导致数量和质量的继续下降。我觉得E没有强调现在已经造成的影响，那不是对原意的改动吗？
