No, they use their "life-style" story to recruit top 14 students. This is their biggest weapon. Otherwise, they will have miserable days at OCI.
If you look at their recruiting results, only 30%-40% of their recruits come from top 14. If you look at Skadden, 90% from top 10. They are at two different levels.
I actually heard different stories. Some students with top school PhD, top grades, who went to an elite law school (much better than BU/BC) who didn't get an offer from Finnegan but got multiple offers from Vault 10 firms (sullivan, simpson, davis polk etc). Maybe it is because of yield protection? Who knows ...

Since I don't have any personal experience outside CA, I really cannot answer this quesiton. But based on what I heard and what I know, it would hard to imagine a EE master who goes to BU/BC with a not too bad transcript cannot get in Fish Boston office. At least my officemate of last summer, a BU 2L, who has a master in Physics from MIT, got offers from both Fish Boston office and Finnegan DC office. Although he is an American, I don't think this really matters.
