做此题时，我先看的worry的时态，直接就选了B，结果错了，答案时C

如果代入正确答案就是 "The current administration, worried about ..., has formed ..."我想问的问题是这个worried放在administration后，岂不是表示当局被担心，而不表示当局担心…的主动语态啊，这里该如何理解？

OG上好像没有关于这个问题的解释，只有平行结构和worry about词组的解释。
