depends on how you package yourself in other parts of the application, most importantly the essays and of course your background will carry some weight here too but you need to work harder to distinguish yourself from others
my advise is give it a shot, G is only one consideration but it is a very subjective one as you are competing with a pool of chinese applicants who easily score 700+
If you work in Goldman, and involved in IPO of ICBC, then 690 is high enough to apply for TOP 10. If there is no shining part in your experience, then probably you'd better forget it.
unless you have other aspects of your application that can totally make up what you lack in G, then you have a chance. I have heard people with low G but got admitted into HBS and Wharton too, they do place a lot of weight on your story and professional experience.
