其实，二流大学与二流大学合作也挺好的，互相取长补短。HKUST尽管不错，也算不上一流的学校啊。

Just one thing need to remind: Qinghua(I hate the word of Tsinghua) & MIT, Fudan & MIT are included among 15 international joint programs. Cooperation may happened just because the ministry of education doesn't allow oveasea education directly enter China.

For other points, I can't agree with you more.
