Delaware states in its program description that they usaually do not give TA/RA to international students until the second year. If you do well in the first year and pass their English test, you may be given financial aid.

There is a great chance that you will get RA or TA in the second year. Besides, you can apply for student loan or work part-time.

1st year Econ PhD is very much demanding. I don't think it is possible to work part-time.
