1\  irrigation and application   are also noun that both have verb meaning..  所以要并列也只能他俩并列。。

2\  that "were"  复数  只能修饰 irrigation and application 一起，    同时也消除了 A and B of C  和 A of B and C的歧义 。。。以及 消除了 A and B  by C 的歧义 修饰关系。。
