how to negotiate with hostipal for a bill cut

I may not have posted this topic in the most appropriate column but I thought maybe some of the potential lawyer here may be able to offer me some insight.

In California, US, if a medical bill is billed against a bill-ee who does NOT have medical insurance, how can this person negotiate with the hospital for a bill cut?  If that's possible then what would be the range of the cut in terms of percentage?
