D的问题是逻辑上一个数字(a number) 不可能比一个数量(amount)少XXX

C选项是there are fewer （drive-ins) than one-quarter of that amount。drive-ins不能和amount进行比较，所以C错。这里省略的词不可能是不可数名词，因为一是使用了fewer(而不是less),二是there are结构中使用了复数的are。
D选项中，the number和amount都表示数量，所以可以进行比较；而且number表示数量的时候是不可数名词，用less进行修饰，D没问题
