(E) The question of whether the rural migrant worker is better off materially than the urban working poor is irrelevant in an assessment of the problems that they face.

Then answer is (D) , but I am not sure if i could analyze it as the following ?

（A) in assessing 的主语成为the question 逻辑不通

             （B）(E) they 指代不清晰

               (C) 定语从句that is 可以省略； “whether they are better off materially than the urban working poor.”应该为“whether they are better off materially than the urban working poor is ”

状语从句吧，后面的the question不是人啊，咋能用主动的语态，从句里。个人意见
