actually, it is not a very good program at Oxford, compared with many programs in the USA. e.g. Princeton, Columbia, Stanford, CMU, NYU, Chicago and U of Michigan. The admission requirement is not as high as that of those famous program, either.

U of Michigan is not standing at the same level with other schools you mentioned......especially for the quantitative finance realm
