That is a marketing strategy. consider this:

they are expecting a lot of people asking for this service, and they can get in bulk, that means the total investment they made is relatively small.

Let's just say 20% people get admitted, those money will be big enough to cover more than the cost.

If you are going to apply for visa, you will find some companies there selling gaurantee visa, they use the same math model.

although it is a short-term business, but in China these days, who cares about long term, as long as there is money to be made right now

这则广告是骗人的，上两周我在普渡的官方网站上专门看到过关于此事辟谣的公告。
个人观点：如果申请美国的话，最好一切事情都自己来做，和美国学校直接进行联系，我的感觉各校招办的老师都也很友好。
