A,B,E are all incorrect

the correct idiom of whether should be "whether...or", not "whether...and"

I think the answer is C

Also, I have look up the Longman and I neither find the idiom of "divide on/as to/over"

So I think the preposition might not be the point.

For the answer D, I think "there will be" is not parallel with "the impact"

Personal opinion, open to discuss!

我也比较倾向于e, 但是觉得一个用will 一个用would,有点奇怪，
不知道怎么解释呢？

注意意思，over whether+从句＋and+what+从句，而不是whether or not 形式～
