简单的说where引导的句子在这里为主句，若用while, 则两个句子都是从句，缺乏主句。

         i don't think " while once"    differs    greatly     from " where once"        in    its meaning


but choice A and D differs in the latter part(supporting)

While...当工会默认了向说非英语的会员征收外国移民税是有偏见的,联合矿工就作出决定性的努力.......

我觉得这里没有什么差异的区别,反而更趋向于时间上的理解更合理呀.

另外还有

完全同意dreadpower的观点，这里的while 和where 都是含有对比 意思的连接副词，关键是by supporting 明显比in support of 等表达方式简洁。故而选择A
