The required test scores cannot be waived, but admissions folders can be evaluated without scores. You must know, however, that you will be considered alongside students who have been able to submit scores. If you are unable to register for the exam(s), you should send an explanation, in writing, to the Committee on Transfer Admissions, so that they know that you were aware of the requirement, but extenuating circumstances prohibited you from complying with it.

Dear *** You sound like you have a very interesting background and the kind of grades and activities that a famous university like Columbia is looking for in students. Go to their website and see what you need to do to apply. The important thing is that you should show them that you are not a typical student but rather one that has original ideas, an interesting backkground, varied experience and strong academic skills. It is not easy to get accepted, particularly since most Chinese students require a full scholarship to pay for the costs, but if you apply to several schools there is a good chnae that you will get accepted.
