if they give you some moderate funds, you better go. It means that you are awarded an onsite-interview invitation, like an R&R invitation in the review process of your paper.

Depending on the quality of the interaction, campus visit may help or hurt. In general, I prefer to think it is better to make the visit if possible and you are well prepared. If you cannot or don't want to make it, reasonable execuse may help you.
