可我认为因为谓语是has created宾语是a growing opportunity，主语如果是cost的话，逻辑应该有问题啊，cost是不能造成增长的机会的，而the rising of costs则可以。

另外，我一直有一个疑问，到底什么情况下应该用costs什么情况下应该用cost？我看到大部分情况下都用的是costs。
